Growing on oak stick I think. Very jelly like. Liquidy brown color. Know at least some of these jelly fungus are edible. Interesting specimen.

This jelly fungus that forms floppy ear-shaped fruit bodies on sticks had been known as Exidia recisa. The North American species is now called Exidia crenata. Often mistaken for Auricularia (Tree Ears).
