Frank333
I cannot seem to find anything in the 3 books I looked through. Mid Minnesota area. Could not tell the tree it was growing on due to how dead it was but a lot of birch, aspen and oak around it. Spider webs all around it too with lots of bugs on some older ones. Strong smell to it but not necessarily bad smell.
Dave W
I think this may be Ductifera pululahuana http://www.mushroomexpert.com/ductifera_pululahuana.html .
Calvert
Dave made a good suggestion. It's definitely not a "Slime Mold". It's some sort of jelly fungus. I've generally had difficulty IDing jelly's with any certainty.
